I just want to ask what is the difference between changing the pixel density of some asset to scale it versus ACTUALLY resizing by dragging it inside and using the Transform tool? Is it just that the Trasnform would only apply to ONE object?

You are right. If we simply scale the transform, only this specific game object will be affected. If we use the same sprite in another game object, we will have to scale that transform, too.
