Vector2 Declaration inside while loop

My doubt is that im wondering why he declarated the vector2 position inside the while loop insteed of declarating it out of the while loop; I thought that it is because he wants to change his values every frame but he could do it first declarating it out and then updating every frame inside the loop i think

Tell me if I’m wrong
