If you run a server allocation test from the dashboard, does the test succeed?
Are you able to look at the server logs and see if there is an error?
Sometimes you just need to restart the servers and give it another try.
checked and re-crossed the process, but it stills shows “TicketCreationError” and in console it says " [Matchmaker] : BadRequest (21400) Title: Ticket Validation Error
And no errors in the server logs?
I have seen some people using udp instead of dtls as their connection type. You may want to try that out.

does it mean that DTLS still not stable/optimised with the Unity Multiplayer ??

It could just be a niche bug with Unity’s servers and DTLS. I’m going to ask the team if they had any luck figuring out what was going on.
The team thinks it has to do with DTLS not being compatible with certain countries and internet service providers. So depending on your internet situation it might just not work. UDP should work fine as a solution for this course.
