Why does the Tank create a void in the Navmesh?

Observe the two images. In the first, I move the tank slightly higher, and it starts logging out RequestDirectMove correctly. In the second image, I move it slightly closer to the ground, causing it to create this strange null zone in the navmesh and stop logging RequestDirectMove properly.

In both positions the tank is still within the bounds of the Navmesh Volume. What makes this happen?

The static meshes have “Can Ever Affect NavMesh” applied to them, if you look in the details panel within the tank blueprint you should be able to find that.
