I’ve tried ALT + Left click, CTRL + left click, SHIFT + CTRL + left click. and it won’t let me select the NECK BONE! D:<
Am I doin’ something wrong?
Switch to object mode(CTRL+tab→Object). Then select the armature(AKA Rig). Shift+select the mesh. Then switch to weight paint mode(CTRL+Tab→Weight Paint). In newer version of blender you will need to be in bone select mode(3 at the top of the keyboard not numpad 3).

I did that first, but it didn’t let me select the bone
Then you don’t have the an armature modifier on the mesh and it needs to have vertex group checked. You will also need to have vertex groups with the names of the bones created. This can quickly be completed by selecting the mesh. Then shift+select the mesh and press ctrl+p→Either empty groups or automatic weights.
Then shift+select the mesh and press ctrl+p→Either empty groups or automatic weights.
I never use ‘auto weights’, because it screws up my other meshes/models.

General Q&A note
Help us all to help you.
Please give full screenshots with any questions. With the relevant panels open.
This can be done by Blender itself, via the ‘Window’ menu bar top left-hand side.
On that menu dropdown is ‘save screenshot’.
