As usual UE editor doesnt load some c++ files when i relaunch it, so like the last time i went and tried to do the Win64 Development Build in c++ but now i get this error , how could i fix it ? UE is off while i do that.

Could you show your explorer (Ctrl + Shift + E)?
I was also looking for where you saved your project. This reveals you saved it in the same location as the Unreal Engine install which is your problem.
Move it out there, save it in your Documents folder for example.
