Using height map

How can I use height map to make it feel more realistic (have bumps)?

If I’m not mistaken you’re looking for this?

I thought that by applying these I would get something like this (but mine is actually flat). Is it supposed to be flat or am I doing something wrong?

If you want something like this you have to play with World Displacement and Tesselation:

I have to say that using height maps like this can be a pain. If you are using modular assets, that “bumbing” maps provably will (and sure they will) make the seams visible. You can use something like WorldAlignedTextures to work around it. You will also need enough geometry to make the map useful, it won’t work well with low polygon pieces.

Basically, it is NOT an easy thing to make it look good. Good luck.
