Unity 4.7.2 and 4.6.9 both failed to activate

I made my account as unity said I needed an account to acquire a license.
Then I signed into my account, clicked on “personal license”, and pressed start Unity.
This appeared:

What do I need to do so that I can get Unity 4.7.2 and 4.6.9 to activate?

Note:
I have Windows 10 on my PC laptop.
When I tried on the latest 2017 version, it worked.

Was it that I activated the 2017 version first??

“License error”, can’t start the program
This lead me the way.
When I entered ProgramData–which was hidden-- there was no proper license. So I had to manually activate it.
I followed Adytia Deshpand’s instructions
