Unity 3D Scene with Spotlights - Not all spotlights will light up

I created a prefab light pole with four lights on top. All the lights work great. But when I put TWO instances in my scene, only one lights up. If I move them around, it changes which pole lights up. It’s like there is some limit to the number of light sources or the relevance of the position. Whichever pole is closest to center-camera seems to be lit. The other pole does not. If I place them close together, then certain lights on each pole might light and the outside bulbs do not. It is as if there is a maximum of four lights that can be on at any time.

SOLVED - In Project Settings → Quality - Set pixel light count from 4 to 20 and all fixed up.
