Unable to Scale a Face Loop Without Scaling other Face Loops

Hello, I am having an issue on this lesson. I extruded in the same location as suggested on the second to the top face loop, but even so, when I try to scale it out on the X and Y axis’, the face loops above and below this one also get scaled. I tried to search for a work around, but I have not found one as of yet. Is there another step that I am missing perhaps?

I’ve run into the same issue when working on a castle tower. Not sure if it is something that I’m doing wrong or just how it works, but if you try extruding the face loop first, cancel the extrude then scale, the scaling seems to only affect the selected face loop.
