Toon Tanks - Why are we deriving the enemy turret from pawn?

Why are we going to derive both the player tank and the enemy turret from the pawn class? i understand why we are deriving the player tank, as we will want to posess it, but why are we also going to derive the enemy turret too? would this not be better derived from the Actor class, as we are not possessing and taking control of it?

The AI is going to be possessing it.
