FreePBR has 2K textures and allows you to use their textures on your games no matter if you are making money with the game or not, the author also requests (though not necessary) for you to credit the website if you do at any point use the textures and not to redistribute the texture files.
TextureHaven has 8K textures and allows you as much as FreePBR allows, except you can redistribute them, meaning you can share the texture files as much as you want. You can’t however claim to be the author of the textures. Heads up that a brand name, logo or other copyrighted design may appear in the textures. Be sure to take a look at the license below the download buttons before using them.
I also found this website that puts all the textures from a lot of websites into one. Most of them being CC0 (Free for all kinds of uses, no credit required) which is awesome.
