so after buying quad remesher i successfully managed to create perfect UV maps and perfect cavity maps.

thanks to all you who pushed me in proper direction.

and if any body if having issues with normal maps or cavities its most likely your re mesh at least for me that was 100 percent the issues

Yes, 20k is about average for a main character by modern standards. Though maybe not for mobile.
This website lists triangle counts for characters from various video games. You can use it as a reference for the sort of graphical fidelity you want to achieve.

quad remesher or manual retopo for character animation?

Manual is always better if you take the trouble to learn topology manipulation to increase and decrease mesh density.
