When i go ADD > IMAGE it shows only reference and background. There’s no Images as planes. How shoud i continue?
The option has to be enabled in preferences. But I see you solved it yourself.

it was enabled 
for those who has the same problem in the future.
edit–>preferences–>add-ons–> (search)import images as planes should be clicked
