So I did the math on the question and I kept ending up at -1.
I ran it through my calculator and found I was wrong, it was +1.
After looking into PEMDAS again, I forgot that MD and AS are working at the same time. So, I was setting up the Addition first and that was giving me 9-9+1=9-10=-1. After looking at PEMDAS ( or BODMAS or BIMDAS or BEMDAS) I was to do them together from left to right.
