This can be done by Blender itself, via the ‘Window’ menu bar top left-hand side.
On that menu dropdown is ‘save screenshot’.
There are a lot of settings to modify the way snapping works; they’re in the dropdown just to the right of the snapping button. You should mess around with those and see what you discover, because as unfortunate as it is for you to be having all these problems right out of the gate, I find it hard to believe that snapping just “wholesale” doesn’t work. Almost certainly there’s just one small setting out of place.
See if you can snap things to the grid first of all. In the snapping settings, that’s under Snap To–>Increment.
Worse comes to worst, just place the houses approximately and keep going for now. In general, try not to let one particular issue hold you back from progressing through the course, because as you learn more about Blender, it’s likely you’ll stumble across the solution to problems like this =)
I’ve messed around with all of the different settings, nothing will snap.
I’m glad you find it hard to believe, however.

Please, do give a screen dump. Because a sentence like “but none of the snapping is working at all.” can be anything. If we see other panels and the current mesh, then we can see if options are switched on/off.
Don’t be annoyed of some helpful answers. Being polite in a different language is hard.
