Shift doesn't work correctly in terminal?

When typing into the terminal, shift works to capitalize a letter, but can’t be used to do things like ! or ?. Any idea why that is and/or how to fix it?

That would be because the terminal just does ToUpper if capslock is on or shift is being held.

I’m not quite familiar with workings of the input system though it’s probably requires modifying more than just this function.
