Scaling with the ring selection

Hey first question here, but i’m having an issue with scaling with the outter faces ring selected. it seems to scale to a specific direction rather than on all sides equally. I wonder if there is potentially an tool I might have selected accidently that may have caused this? having trouble with the hot keys keep pressing random keys at times haha.

it doesn’t seem to be scaling equally on all sides? am i missing something?

Just incase anyone else has the same issue… there is a icon on the 3d view header near the snap onto section, its “snap onto itself” was enabled.
