Scaling to 3D Cursor instead of relative to object?

Any idea why this is happening? I want to scale my object down so it goes to the center of the mesh like you would with any cylinder but it’s scaling towards the 3d cursor. I even reset the scale and everything.

As you can see my origin is clearly set to the object but the 3d cursor is still the spot where everything is modified from. :confused:

I think it may be something with the transformation orientation or the pivot point setting: Scaling To 3D Cursor
