I am editing my lighthouse as demonstrated in the video and when I try to scale the ledge underneath the roof it is only scaling that ledge and the roof is not scaling with it as shown in the video. Why is this?

mode you can select the parts (vertices) you want to move, then press gz
, grap and move on the z-ax.m

Please give full screenshots with any questions. With the relevant panels open.
This can be done by Blender itself, via the ‘Window’ menu bar top left-hand side.
On that menu dropdown is ‘save screenshot’.
Also, include the lecture time and name/number that is relevant to the problem/issue.
If I had to guess, it is because you had overlapping vertices between the roof and the ledge (This can happen when you press e to extrude then right click to cancel.).
You could fix it by alt-left-clicking the ring at the base of your roof, then pressing g g to activate edge-slide to move the vertices to the outer ring. After that is done, press a to select everything, then press m b to merge by distance.
