I went to Objects>Relations>Make Single User to go back and Apply Scale. When I relink Objects & Data everything moves and rescales. Everything looks correct until the relink. How do I correct this?

This can be done by Blender itself, via the ‘Window’ menu bar top left hand side.
On that menu drop down is ‘save screenshot’.

The object you relink too, is that an EMPTY?
And what is the scale of this empty?
Object and mesh data are two different things!
In edit mode, you can scale the mesh data by a factor of two.
But then in Object mode, you can scale the object containing the data, with a factor of 0.5 and nothing seems to have changed, but it does internally because Blender will use the internal mesh data (factor of two).
The same goes for object relations!!! The parent influences the child.
- Unparent all child and children objects of the child (relations). Then check and apply scale.
