If I want to change the size of a model how do I determine if I should change the Scale coordinates or the Dimension coordinates?

Not sure what you mean!
There are two types of scaling involved.
- Scaling the object
- Scaling the MESH inside the object
What you can do is to scale the object as you wish by mouse (hand) or entering scale parameters.
But then it is best practice to apply this scaling to your inner mesh model (apply scale).
There is no difference in dimension and scale. Only your preferences. If you change the scale, the dimension is recalculated and visa versa. Using dimension for precise measurement (nuts and bolts), the scale for loosely objects, (a tree).
