Scale keyframes

The importance of setting the correct frame rate is quite rightly emphasised at the end of this section, but surely there is a way in blender to scale keyframes at a later date? I do this sometimes in After Effects and I remember doing this in C4D in the past. I suspect it’s not mentioned in order not to overcomplicate the matter. regardless, does anyone know how to achieve this in Blender?

Ok so I figured it out. There’s a dope sheet window for fine tuning the keyframes and you can use this to scale frames manually in much the same way as C4D and AE. Use B to select the frames then S to scale. You can also use G command to slide keyframes around.
