When I try to rotate the circle to make the whole lamp rotate it does not work I think because the IK X is locked but when I open it rotates very fast and I can not control the angle plus it makes problems with the sphere when adjusting the lamp shadow

Obviously if it is locked it can not rotate.
You could try using the numerical inputs if mouse dragging is causing difficulties.

The introduction of an additional empty (bone) to group all lamp items together will help.
En EMPTY which is the parent of the armature and lamp base.
