If you saw my earlier post/video about how I made my Ramp and Railings then this one should help those who are having trouble or give you another way to solve the challenge.
1.I started by deleted the ramp itself.
2.I selected the top edge and duplicated it using (Shift + D).
3.I extruded (E) on the x-axis 0.2 and then extruded again on the z-axis -0.2.
4.I separated the step using (Ctrl + V) could have just used § but I want to show you all what I was doing.
5.Once I had a separated mesh object of the steps I applied and Array with a Relative Offset of -1 on the z-axis.
6.Once the steps were completed I Joined the two mesh object with (Ctrl + J).
7.Lastly I selected all and Removed Doubles at 0.010 and this connected my two object into one.
