Hi. I have a very noobie question. So apparently when I try to scale down a torso just like in a video, I keep getting a new set of faces instead of lower faces going after the scaled down faces. Did I make an incorrect extrusion earlier

Sounds like you have double geometry there.
Select all and M merge by distance will probably solve it.
