Pivot Point Question, setting pivot and snap

I used to do modeling from Maya and I’m try to adapt to blender, I was wondering if it possible to set a pivot point to a vertex rather than the face of an object. and then after that can i snap that point to the edge or vertex of another object. if it is possible, how can I achieve this.

Yes it is possible. Simply go to ‘Edit Mode’ and Select a vertex (You need to choose the appropriate selection mode of course) then press Shift + s to make the snap menu appear and choose ‘Cursor to Selected’ at the end.
