Hello, video with problem: YouTube (with visibility “Not for all”)
P.S. I’am using Blender 2.92, because I can’t run 3+ version on my PC. Video hostings I only know about YouTube.

Your upper bone is connected to the lampbase!
- Unparent ALL relations!
- Do the steps again, but be careful what object you’ve selected AND in which order. dark orange versus yellow orange.
- lower bone is parent of the base.
- Upper bone is child of the lower bone
- Upper arm is child of the upper bone.
