At least it doesn’t for me. If I drag the PinReference.png into the 3D viewport, the pin image is visible, but in Object Mode, with the empty selected,
Object>Set Origin>Origin to 3D Cursor
is ignored.
Am I doing something wrong?

Not sure what you try to achieve …
But, what you do is just move the origin to the 3D cursor.
But an empty is empty, whereby there is no object and origin.
You can move the selection (the empty) to the 3D cursor1
Select image empty and press Shift s > Selection to cursor.

Trying to move the origin of an empty to the 3d cursor, and in the process, testing if the technique available for other types of object works with empties.

Also via the local object menu: snap>selection to cursor
So I guess the upshot here is that although the menus don’t grey out when an operation doesn’t make sense for the currently selected object, sometimes nothing happens.
