Every time I have two loop cuts together they perform as if they are merged into one. Auto Merge is off.
I performed the same steps on the more simple shape and everything worked fine.
FedPete spotted the or a problem I suspect. That button, proportional editing moves things close to the selected parts to soften transitions in shaping, but is not needed here and should be off unless you know you want to use it. Or you get these sorts of issues.

I think actually you have ONE loop cut. Not two. In that, the first one is completed, orange in display colour and down the centre. Then you did a new loop cut that is bright yellow. Which is behaving as expected. The pop up box even says 1 Cut.
Certainly, turn off proportional editing though.
Perhaps with this in mind, you can explain what you ‘expected’ to happen?
