My UV is overlapping at the top of the boot. Is this an issue?

I would probably try to adjust that. It’s not going to make Blender explode or anything, but especially because the affected faces have very little stretch, you can afford to skew them a little to give them their own UV space. I would imagine any possible texture distortion you pick up would generally be less noticeable than a scrap of repeated texture. Even if you’re just going to use solid colours for now, it’s good future-proofing in case you decide to texpaint it or something later.
