When I use cycles, then it look beter than Eeeve, but there are white dots in shadows.
How to disable them?

Yes Cycles is better, Eevee faster at a slight quality cost.
The ‘white dots’ are called noise. The solution is more samples when rendering. That in bigger scenes particularly adds to the time to render though. So there is a very effective alternative called denoising. There is a tick box to activate at the bottom of the View Layers Properties panel.
