Like, in real life, the four flags will follow the wind from one direction.

The flags look a little confused, but otherwise a well-crafted scene!

Ah you spotted the signal flags!
They are not flags blown by the wind in the same direction but an early version of semaphore to send messages to reinforcements when the castle is besieged.
