Making the hair first or animating the body?

I was wondering if the order of making things matters in this case. Do I make the hair first? Or is it all right to animate the body and add hair later?

What do you mean by “Hair” as in hair particles or object modeled as hair.
Or things like hair cards.

And do you want to animate the hair?

It’s for the horse I’m making, and I’m thinking about making stylized hair. Especially the tail needs to be animated for motion. So it’s definitely not hair particles, but an object modeled as hair.

Edit:
I really like the look of the tail on this horse, so that’s what I’m going for.

Looks just a mesh tail. So up to you really, sort the run out without a tail first, hide it for example, then add it and make it move, wave, to suit the movements, or do it as you do each run pose.
I would have the tail made and part of the armature so it moves along connected. It is the added waving about that needs adding as its own movements.
