Good Job with the town.
If the townspeople want to have more houses up there, they simply need to dig out more chunks of earth, pump them full of helium, and send them up with a house 
.
So long as they realize that the only way up and down are hot air balloons, ropes, or space ships…

Pretty groovy! You should try changing the overall structures of the buildings more for more variation.
