Large Blocky and Flickering Shadows

In my Unreal, I have these shadows here and, while you cannot see it in the screenshot, they are flickering between these blocky shadows (the shape and look of them change) and normal, strait, shadows.

It happens in the demonstration level as well. I can fix it by disabling virtual shadow maps and using normal shadow maps, but then I get a whole new issue.


It isn’t bleed cause the light is appearing from tiny shadow areas and from intersections of actors.

EDIT: further information. When using lumen, I found if I turn effects to medium, the issue goes away. I think the issue is probably cascade particle lighting causing an overload on Lumen. I will be able to go forward for now using utilizing this information, but if anyone can find out a way to fix this regardless of what quality settings I am using that would be appriciated.
