Issues with my lamp

Hi, I would like some help here…

I’m having some issues with my base’s bone… when I try to rotate it, rotates weird, doesn’t rotate in some of the 3 axis (x, y, z), what could it be?

• The upper and lower arm’s bones are good, rotates well.
