Try Parenting the bone (the one above it, as it is moving the entire upper portion of the lamp) with your stem bone, which you want to control the entire lamp
Are you using an Empty?
Do you mean that I have to use an empty for the “Stem” bone
I’m using an empty to mirror the lower arm.
Be aware that the empty must be part of the bone rigging!!
It better to apply the mirror before rigging.
It would be better at this stage if you use only one variable for parenting and rigging. To follow the course it is advisable to parent the stem with empty.
Anyway you can parent the bones to one another and then rig with Empty.
Whichever way you feel comfortable with will but as @FedPete has suggested apply Mirror Modifier before rigging, or the whole thing will go wonky.
Possibly you got something wrong in the constraints. As the stem bone rotates left/right but not round and round. Possibly not locked the local axis so have the wrong one locked.
