Is this normal? I am currently using version 2021.3.8f1. The full text goes “No cloud project ID was found by the Analytics SDK. This means Analytics events will not be sent. Please make sure to link your cloud project in the Unity editor to fix this problem.

It looks like you may have activated the cloud services API.
You can find it under the Window → General → Services menu (Ctrl+0). Go there and make sure everything is ‘OFF’ or, if you want to use some of those services, log in.
