The back ground is just one plain color and not showing the picture. Thought the background is reflecting in the ball. Any idea ?

Still got the same issue.
Here is my default setting
However the problem dissapears when I load Factory setting

I think something has probably happened to the blend file.
Try and recreate it in a new file as i have done this with the same resources and its working okay here
It may be that you need to load the factory settings and then save the user preferences to overwrite it and that may clear the issue.
If not a reinstall with a complete clear of the preferences files in APPDATA/Blender Foundation/2.79

Just been playing around with this, as its been bugging me.
make sure that in the rendered view, your in perspective and not orthographic as the environmental background doesnt seem to like ortho.
heres a test shot, see if that helps any.
