Which version of blender are you using?
Do you have any screenshots showing what has changed if you are using 2.81?
As we are currently working in 2.80 i havent used the grease pencil in 2.81 so it may be a bug or a change.
Let me know on this and i will see if i can help further

Create your greasepencil object, change from object mode to draw mode.
then in the center where it says origin, change it to surface :
