Glitchy normal map

Hi!
I’ve been trying to create a normal map for a basic (not that good looking) hair model, but my result is always the same. It looks glitchy and odd. Anyone got any idea? (Brown: original, white: low poly with applied normal map)

Very odd map it makes. Is the LP UV properly unwrapped? So it all fits on the image area. The only way I can see that image making that texture is if the uv is scaled huge over the map.

Is the hair a single mesh object?
Or a bunch of hair parts (hair locks…?)

In both cases UV mapping a lot of work.
