At a store that sells products for another 3D software I use, and without the furry hair, there’s a similar looking product called Plague Doctor.

I was thinking the same thing. Had to really look too see the face.
It’s a simple particle system with an icosphere used as object reference for the particles with the same emissive material of the flame inside the lantern, and some speed settings adjusted
