If VR Preview isn’t showing up as selectable in the Play button you’ll have to enable the plugin: Oculus Open XR. After that it’ll restart Unreal Engine 4. You may have to enable Unknown Sources in the General tab (in Settings) on the Oculus app (PC version). Hope that helps!
