does anyone else don’t have the surface option in the material section in order to set the hair and skin materials to hair BSDF and diffuse BSDF?

A common mistake here. Blender automatically opens in “Blender Render.” You must switch to “Cycles Render.” You will find what you are looking for when you switch.
