Eye bones moving erratically while attached to main head bone

I’ve attached the original blend file, I think the armature is correct, but if I move the head bone, the eyes move a bit weird instead of looking straight on like they should. This doesn’t happen if I move the empty (which I had to parent the head bone to). Did I do something wrong?

I think you solved this problem based on subsequent posts, but here the solution for anyone else with this problem.

The eye bone rotation constraints are in world space, so when the eyes can’t rotate with the head bone when the rotation hits the limit.
