Might I suggest you update your 2023.1 install to the latest which I think is 2023.1.20 I believe - you can do this from the Unity hub, under installs. This has a more up-to-date experience. This should work however.
Can you confirm you created a URP 3D project from the hub and followed the setup steps as shown by the instructor. Thanks.

the issue is solved by update Unity to the latest version.
And yes i was using URP 3D
