I think the answer to the challenge is 1.
The key is to start with the division, after solving 3/(1/3). And as I am not accustomed using fractions I always have to go back an check how to solve operations with fractions.
So the 9-3 / 1/3 + 1 = 1
9 - 3 * 3/1 +1
9 - 9 + 1 = 1
