There is currently an issue with the Change Ownership feature which is preventing the ownership of a topic from being changed to another user.

Raised with the Discourse team here.

A bug fix has been committed but has not yet been applied to our hosted solution.

No worries… probably be fixed in the next 24 hours, they are normally fairly swift at rolling the fixes out.
