Is there a part of this course (or another one) that goes into detail on how to make a riggable mouth?

No, but it’s based on the same rigging principles, so you can build your own.

But Blender does have a more advanced armature for a person.
You need to switch this on in your preferences, search for Rigging > Rigify

This will give your an additional armature, called “Human” mata-rig.
shift a - armature - Human rig.

Thank you. this is really good to know. But I think I explained wrong. I’m wondering if there is a specific technique that allows me to build out the detail on the inside of the mouth. I have tried making mouths on a couple of experiment builds but I always end up with a bunched up mesh. So i’m hoping to find something that will take me step by step through the process of building out a mouth that can then be rigged.

Not that I have noticed, though I have not ever been looking for it. People who get so far as to want to sync words to animated characters are getting to a quite advanced level I imagine. Very much a small area specialisation.
But the internet is vast there may be something out there even if it is on older versions of Blender.
